I may need to take matters to court to increase contact. The last hearing was heard by a circuit judge who was very support of contact being increased to the level it is and made an order in the hearing. How can I try to get my next hearing with the same judge?

May be the court clerks could let you know but I think generally the system is people cannot know a judge in advance as that makes bribery etc harder althoguh sometimes a judge reserves to themselves future hearings on a case. I'm not sure.
Why not just write to the other parent, say you may have to go to court to get contact, that the children want to see you, that you will fit in with the times they want and it will in fact help them (more lie ins or more time for her or him to work or see their lover or whatever) and you propose x and if you do not hear within Y days then you will m ake the application and it will be expensive for them.

In children cases continuity is considered important and you can ask the court clerk for the same judge. However, the courts' timetables are very busy (the priority is often public cases) and in private cases if a request is granted it could delay the hearing considerably.
